Why the water-resistence of the PAM 399 is ONLY 3 bar/30 metres?!

I am very curious to discover:
Why the water-resistence of the Panerai PAM 399 is not 10 bar/100 metres, but only 3 bar/30 metres?!
Is it a link with the original vintage Panerai 6152 from the 40ies?

useful dive..computers...that render a "mere" wristwatch" useless, under...a lot of water. After all, who needs to know what time it is while looking for...Nemo? :-) Cheers

The sole virtue of this watch is for showing off at the beach. Not for dipping in the pool ;)
