Interesting question. The fatigue is not limited to Panerai alone but watches in general

As far as Panerai's evolution is concerned, I believe what has been achieved is expected and there is no major problems with it, the way I see it. One man's meat is another's poison. You will have haters but on the flip side you will find others who love the brand and the current models that are dished out. AFAIK, Bonati/Panerai is doing a splendid job with a brand that took the world by storm a decade and more ago. In terms of re-invigoration, my personal opinion is to stay true to the brand's roots and continue developing and enhancing their Laboratory of Ideas.
The real problem is, as per my reponse title, is a general sense of fatigue in watch collecting. The way I see it, the problem is two fold. First, there are constrains, mainly financial constrains. You aspire towards building a certain collection but almost always never seem to be able to achieve it. There are people who are exceptions to this constrain but largely speaking, we are all financially constrained, like it or not. Second, the notion of a grail watch/collection never exists. A grail watch/collection is technically unattainable. Hence, one can own highly reviewed/desirable watches that are deemed grails only to realize that they are not so desirable after all, when owned!
Cut to the chase, I guess this fatigue in watch collecting is born out of our endless pursuit of perfection and that it is almost always never enough. It is part of human nature.
